Legal grounding. A broader perspective.
Elvana Tivari is a legal expert and independent consultant based in Tirana, with over 20 years of experience across public institutions, private practice and consultancy. Before establishing her independent consultancy in 2015, she served as Director of Legal Issues, Methodology and Quality Assurance at the Albanian State Supreme Audit Institution (2006–2012) and as a partner at Studio Legale Meci (2012–2015). Her work spans public and administrative law, procurement, commercial relations and institutional accountability, alongside legal work supporting nature conservation and the approximation of Albanian legislation with the EU acquis.

Selected Work

Vjosa Wild River National Park
Legal advice across the planning, declaration and management phases of the Vjosa Wild River National Park, including assessment of the Albanian legal framework and institutional arrangements, in collaboration with IUCN and project partners.

EU nature acquis
Drafting secondary legislation and accompanying legal analysis to align Albanian nature protection rules with the EU acquis, under EU4Nature. The contribution includes draft bylaws, explanatory documentation and review of legislative gaps.

River protection and legal research
Legal research and advice supporting public interest litigation on hydropower development and protected areas. Contributed Albania-focused legal analysis to the regional review of environmental standards published by ClientEarth, EuroNatur and Riverwatch in 2024.

Institutional accountability
Legal and methodological work at the Albanian State Supreme Audit Institution, including contributions to performance audit guidance, quality control and assurance, and the development of the institution’s legislative framework. This experience informs subsequent consultancy on governance and public accountability.

Professional training
Design and delivery of environmental law training for judges and prosecutors at the Albanian School of Magistrates, alongside capacity-building for legal and conservation practitioners. Topics include the legal framework, public participation and mechanisms for protecting nature.
